Corzine Signs Needle
Exchange Bill Into Law

TRENTON, Dec.19 -- Intravenous
drug users in six New Jersey towns will have access to sterile needles. Governor
Corzine signed the needle exchange bill into law today.
The towns have not been chosen. They must apply to the Health Department.
Supporters say the measure will help curb New Jersey's high number of HIV/AIDS
cases.
The law also provides $10 million dollars for drug treatment. Those who
exchange needles will receive information and referrals for HIV testing,
drug-abuse treatment, and health and social service programs.
The state health commissioner will have to file reports on whether the program
is effective. An independent commission will recommend in two years
whether the program should be expanded.
