a second time

Edmonton, Alberta, Canada -- A
bill that would have allowed people to speak and act out against same-sex
marriage has effectively died a second time in the Alberta Legislature.
Speaker Ken Kowalski chastised opposition members yesterday for eating up the
time allotted for debate with procedural matters to keep backbencher Ted
Morton's controversial Bill 208 from even reaching the floor for debate.
Bill 208 would forbid anyone from being punished legally for refusing to
solemnize a same-sex marriage or for speaking out on, or acting on, their
beliefs against gay marriage.
Opponents have said the bill would enshrine, in law, the dehumanization of gays.
If passed, they said, employers could fire gay employees, and landlords could
evict gay tenants with impunity.
